This means that the registry will charge Name.com a premium rate for this domain, instead of the standard registration rate for .ooo domains. The amount you were charged for the following domain was based on the standard .ooo rate of $34.99.
It turns out that the price for the domain is $1,250,000 USD, as such Name.com was forced to refund you the $34.99 and delete the domain. The price for this domain has since been corrected and is reflected on our website.
