Stämmer, enbart för content network kan du göra det, inte search. Se FAQ nedan från AdWords Help:

Can I bid CPM for a campaign with keywords?
Yes, in limited circumstances.
Cost-per-thousand-impressions (CPM) bidding is available for campaigns targeted to the content network only. It is not available for campaigns that target search.
So if you have targeted the content network only, you may select either CPM or CPC bidding. If you have selected keywords for any ad group in that campaign, the keywords will be used to find relevant placements through contextual targeting. But the keywords will not affect bidding, which will be based on your ad group CPM bids.
How will you know if you can bid CPM? We'll tell you. If you have an existing CPM campaign and you try to turn on the search network, you'll be prompted to change your campaign bidding to CPC. On the other hand, if you are currently advertising on the search network and you try to switch to CPM bidding, you'll be prompted to turn off the search network.
If you want to adopt CPM bidding, you can also keep your present search campaign with CPC bidding and create a similar new campaign without search and with CPM bidding.
